Well, it depends. If you are making your blog in a more “traditional” way, for example writing the content your own, then it will be cheaper. But if you go for outsourcing or using some scripts to create automated content for you (for example wp-robot), then of course you need to do some investment… but you save your time!
You even can use free blogging platform like blogger.com or wordpress.com to create your blog, which means you can save the money for hosting your blog. However, as you do not have the access to the server, you have no 100% control on your blog. And when come to SEO, it going to be little bit hard… (for example blogger.com).
Besides, if you are going to promote/seo your blog more effectively, you may consider using service like SEnuke which is not free… (they charge monthly, > $100 for the pro version). But if you are going to do manually, then you don’t have to invest any money. But, it is time consuming….
In short, how much it cost to create a blog is really depends on what is your purpose and how are you going to do that. If you are making a blog to make money from it, you may need to do some investment to see the result fast (Hei.. it is business!). Otherwise, you may not need to.
